Powers
The Crimson Cowl wears a suit of cybernetically controlled cloak that has increased strength and dexterity. The cloak is controlled like an extended limb which she exerts Amazing control over. The cloak is made from a Remarkable strength material. It is capable of performing the following feats:

  • Prehensile Cape: Can use her cape as a weapon with Remarkable agility and Excellent damage
  • Elongation: Good
  • Grappling: Remarkable strength
  • Perform three actions simultaneously using her cape alone.
  • Attack up to 1 area away at Incredible rank for Remarkable damage.
  • Forming an Edged Weapon capable of inflicting Incredible edged damage.
    Levitation: Excellent ability to hover in place. Poor Flight capablities.
    Teleportation: Remarkable ability to teleport. The teleportation is preceded by a brilliant debilitating flash of red light of Incredible intensity.
  • She can manipulate this so as to fall up to 10 stories without taking damage by repeated teleportations.
  • Teleport up to 6 passengers must make an End FEAT or be stunned for 1-10 rounds.

Limitations

  • Electrical attacks of Excellent or greater intensity disrupt control of her powers. A FEAT roll may be made to avoid this effect.

History
The first Crimson Cowl was the disguise used by Ultron when forming his version of the Masters of Evil. The second Crimson Cowl was an identity that Ultron gave his brainwashed lackey, the Avenger's butler, Jarvis, as a dummy leader of another Masters.

The new Crimson Cowl is Justine Hammer, the daughter of the Criminal Financier Justin Hammer. For years she was forced by her father to prove herself and earn her right to be among the elite. She became the Crimson Cowl and formed the Masters Of Evil to succeed where her father had failed and use the superhuman community to accumulate physical power and influence in the world.

She made her first strike as leader of the Masters of Evil during the so-called "World Without Heroes," taking advantage of the countless heroes missing after seemingly sacrificing themselves to stop Onslaught. Apparently working for a New York crime lord, the new Masters hit a couple of targets, each time stopped by the intervention of the the Thunderbolts.

Initially this group was made up of Cyclone II, Flying Tiger, Klaw, Man-Killer and Tiger Shark. At first they were opposed by the Thunderbolts, but after the Thunderbolts were revealed to be criminals she invited the them to join her. They turned her down and dedicated themselves to defeating her. She then assembled one of the largest super-criminal organizations in history, which included Boomerang, Man-Ape, Quicksand and Shocker II among others. She planned to use weather control machines to extort money from the governments of the world. Although defeated by the Thunderbolts, she made her escape and put Dallas Riordan in her place to be captured by the authorities.
